The Consulate General of France in Vancouver issues visas for applicants residing in:

In order to apply at a consulate in Canada, you need to hold at least one of the following documents:
Permanent resident card
Holders of visitor visas for Canada have to apply in their country of origin or residence.
If you live in Manitoba and Ontario, please contact the Consulate General of France in Toronto.
If you live in New Brunswick, Newfoundland, Nova Scotia, Nunavut, Prince Edward Island, Quebec, please contact the Consulate General of France in Montreal
If you live in the states of Washington, Alaska, Oregon, Idaho, Montana: please contact the Consulate General of France in San Francisco.
